The PyQt .sip files will be installed in /usr/share/sip.
The Qt header files are in /usr/qt/3/include.
The qt-mt Qt library is in /usr/qt/3/lib64.
pyuic will be installed in /usr/bin.
pylupdate will be installed in /usr/bin.

I recall seeing some discussion of a PyQt problem somewhere... was it on 
the dev list or desktop or in bugs or...?

... Looking a bit further... epkginfo says 3.17 is stable, 3.17.3 is 
~arch.  I'm running ~arch so I have .3 merged here.  Perhaps try merging 
it, as it's likely to have whatever fixes?

... And further... don't see anything on dev or desktop, so maybe bugs... 
yes, I see a bug that looks like your problem:

Do you have sip installed (seem to, from the error)?  According to the 
bug, either downgrading sip or upgrading to ~arch PyQt-3.17.3 should 
work.  I'd suggest taking a look at the bug, CCing yourself if you wish 
and adding any additional comments, and going from there.
