I updated cups a couple days ago, but hadn't had a need to print until
today. Now, I do not have my printer listed, nor when I go in to get it
setup again, it tells me that is can't contact cupsd at localhost:631
'Connection refused'. Cupsd is started and the config file has not been
changed that I"m aware of (other than with dispatch-conf I told it to
use the new config file).
Anyone know how to fix this?

This may not be your problem, but...
A few days ago I upgraded cups on my ~amd64 system, and on my debian testing server. After the upgrade, I couldn't print either. Apparantly the config file has changed a bit, and the web interface is different too, so you might want to make sure cupsd.conf has something like
Listen localhost:631
and then you might be able to get somewhere (if the ACL stuff is ok...)

Thanks for the tip, I'm not sure if this made a difference, but I could
not start or stop cupsd with the /etc/init.d script. However, I ripped
the command out and ran it from the command line just fine.
But, I think what fixed it is that I changed the line 'Port
localhost:631' to 'Listen localhost:631'
