I too have the same file, but I've now removed 92-scanner.rules and the 
scanner is being detected. The significant change was to put 
SANE_BACKENDS="epson" into /etc/make.conf and then remerge sane-backends.

> Then run udevstart to apply the rules.

I may have missed that step before.

Thanks all for the help in getting this problem fixed.
