Right. It should be:

tar xvjf /mnt/gentoo/portage-latest.tar.bz2 -C /mnt/gentoo/usr

However, my foolish 2 cents are: you "mounted all partitions", but did 
you attach the filesystem created on device /dev/hdaX or /dev/sdaX at 
the directory /mnt/gentoo? Did you
mount /dev/[hs]da[1-9] /mnt/gentoo ?

I know, it's a foolish question....
