No, binutils has multiple SLOT support now. You can switch between them
with binutils-config.

sys-devel/binutils have been removed from rap overlay and merged into
gentoo repository.

BTW app-shells/bash was also removed and merged.  It is safe to upgrade
to the version in gentoo repository.
