[gentoo-alt] [PREFIX] bumped baselayout-prefix, "Stacked Prefix" with prefix-toolkit

Another heads up:

I've rebased baselayout-prefix onto baselayout-2.6, with the prefix
patches designed for submission into baselayout, to get rid of
distinct baselayout-prefix at some point, let's see how that works.

Also, there is the new app-portage/prefix-toolkit package, providing:
* /startprefix now (overrides the one created during bootstrap),
  to get that one updateable, as well as
* prefix-stack-setup script as entry point to the "Stacked Prefix"
  world (although without any further documentation yet).

Instead of just creating /startprefix, at some time we may want to
have bootstrap-prefix.sh emerge prefix-toolkit eventually.

I'd prefer "now" over "eventually".  If necessary, we can add it to @world
on prefix, or just have it be emerged like the shell before it creates
startprefix.

Ok then. Still need manual creation as fallback, as prefix-toolkit is not
part of current tree tarball yet.

I'm running solaris and darwin builds now with the snapshot in place.  I
see you're running with a bleeding-edge tree, so we should be testing
close to the same thing.  I'm planning to wait for the solaris build
(8-ish hours?) and commit at the end of my day.
Your macOS build failed because clang/llvm-8 is broken.  I'll have to
mask it for now.
