I would like to start the Council-level discussion on leaving GitHub
[1]. I'd primarily like to reach some initial decision whether this
goal is worth pursuing, and in particular whether we should contact
Codeberg in an official manner and ask if they're willing to take our
"public contribution repos" in, and possibly whether we should gather
some volunteers to test it more as a contribution workflow.
