I imagine it is because the people who wrote it didn't conceive of a
Gentoo separate from the Foundation.  The Articles describe what
Gentoo does, though in an incredibly vague/general way (presumably to
allow latitude in its operations).

It wouldn't be a bad design but for the fact that many don't want to
have anything to do with the governance/operation of the Foundation,
for various reasons, which ends up creating a bit of a split
direction.

I'm not sure that adding some detail around Gentoo being a project
associated with a Linux distribution would actually fix the
fundamental issues, but I don't really see us ever moving away from
that.
